Insurance Services and Consulting Enterprises has its roots in the property claims environment through its founder, Neill Schwartz. Neill is a proud husband and father of 2 amazing adult children.
ISCE’s primary goal is to service its clients with the client’s best interests at the forefront, and to remain consistent in delivering the best possible results for the client on every assignment.
ISCE is positioned to provide its clients with personalized claims service to meet your needs, and make it our personal goal to meet and exceed your expectations every time ISCE is a privately owned and operated entity that has your best interests in mind
Our History
In 1987 Neill Schwartz entered the insurance industry as
a trainee independent adjuster in Johannesburg, South Africa

In 1993 Neill started N Schwartz & Associates as an independent adjuster and operated a successful business until emigrating to the USA and relocating to Los Angeles, CA with his wife and small children. Neill has 36 years in the insurance claims environment, working as an independent adjuster for international adjusting companies. After 12 years, Neill joined Marsh Risk & Insurance Services where was a Vice President and Senior Claims Advocate.
Neill then returned to independent adjusting, and after 17 years as an Executive General Adjuster, decided to open his Public Adjusting and Property Claims Consulting practice. ICSE opened its doors in Charlotte, NC in June 2023. Neill takes a personal interest in every claim, insured and always has the client’s best interests at the forefront of every decision.
ISCE has been structured to meet as many of your Property Insurance needs as possible, under one umbrella. We can help you navigate your Property Claims under our Public Adjusting and Claims Solutions division or address your Property Insurance Questions under our Property Insurance Consulting division.
Whilst we cannot guarantee that all claims will be covered and paid by your insurance company, we will do everything possible to find coverage for your loss and claim.

Insurance Company Adjusters work directly for the insurance company, they are directly employed by the insurance company and their responsibility lies with the insurance company.
Independent Adjusters are independent contractors who are assigned claims by insurance companies and represent the insurance company when they investigate and evaluate claims on behalf of the insurance company. Their fees and expenses are paid by the insurance company that hired them.
Both the Insurance company adjuster and the Independent Adjuster represent the insurance company’s interests.
Public Adjusters are hired solely by the policyholder, building owner, or the insured to represent them and their (the insured’s) interests. Public Adjusters are paid by the insured and have no allegiance to the insurance company.
If you’re uncertain about what’s covered by your policy, it may be because many people have difficulty understanding the technical language of the insurance policy.
There are also a few seemingly complicated procedures you must follow to comply with the policy’s terms.
Most people also do not realize that insurance company adjusters are trained professionals who have a fiduciary duty to represent the interests of the insurance company which employs them.
You should have a copy of the policy – but more importantly the “Policy Declarations” that provides you with a summary of your insurances.

No. They are hired or engaged by you – the policyholder.
Yes. But if you are not a claim professional and know the terms and conditions of the policy, and have the training and experience, you may not receive the proper indemnification from your insurance company.
It stands to reason that an experienced and trained public insurance adjuster can do so with more competence than the policyholder.
A Public Adjuster will assist you in the preparation of the documentation necessary to present to the insurance company.
The Public Adjuster will also negotiate with insurance company representatives and handle all matters essential to a proper and satisfactory adjustment.
Coinsurance in Property Insurance is different from Health insurance. In property insurance it’s linked to your policy terms and conditions, and limits of insurance.

Yes. Start by documenting everything, take photographs, video, make notes (voice or written), keep a journal of what’s being done and by whom, and keep all your receipts.

The Public Adjuster will traditionally charge a percentage of the gross claim recovery – a percentage of the total amount the insurance company pays you because of the Public Adjuster’s involvement.
This benefits both you and us.
However, by agreement we can work on an hourly basis.
If we work on a percentage – we only get paid if you get paid. If we work on an hourly basis, we get paid regardless of the outcome.
